Zero Returns to Homelessness: Toward Breaking the Cycle of Homelessness and Justice Involvement

Description: Too often, we see the same “familiar faces” in our jails, caught in a cycle of housing instability and justice system involvement that is difficult to break. In this presentation, participants will learn about “Zero Returns to Homelessness,” a new national vision that brings together corrections, housing, and other key partners to break this cycle – including both key strategies to begin implementing this vision as well as best practices from local jail partners already engaging in or preparing to do this work. Participants will walk away with a best practice framework and tools designed to bring partners together to increase access to housing for the reentry population.

Learning Objectives:

  • Use the Zero Returns to Homelessness (ZRH) framework to engage with internal leadership on implementing reentry housing initiatives.
  • Apply ZRH Technical Assistance (TA) tools to your local jail context, to evaluate your system needs and strengths as well as incorporate streamlined assessment processes within your existing workflows.
  • Establish cross-system partnerships to meet your reentry housing goals.
  • Use existing data and case conferencing to identify “familiar faces.”
  • Leverage or repurpose existing resources to quickly stand up reentry housing programs that are responsive to your population’s and community’s needs.
