Description: Homelessness and reentry are the hot topics nationwide. Effective programs for real change are being created and studied to understand the root of the issue. The San Bernardino County Sheriff’s Department’s Community Service and Reentry Division (CSRD) studied the highest utilizers of all county systems to include patrol calls for service, jail bookings, contacts by the fire department and referrals to the county hospital. In 2021, the top one hundred high utilizer group was formed and became a centralized focus for resources, evaluating the need for housing, mental health stabilization and assistance with use disorders. Using comprehensive data collection, CSRD aims to navigate each high utilizer with a customized resource plan to enhance the potential of effective change.
